when at home. Yes, if you tire your dog out well enough, you should be able to keep him from those nicely planted beds in your garden. This doesn't always have to be hard work for you either. You can happily sit back on your chair while playing catch with your dog.
You might have chosen to take your dog to behavior classes. If so, make sure you keep up with regular practice of the routines given your dog. Consistently following these lessons with your dog is what'll make them work. You could even have a spot in the garden for your dog to dig in. There you could get the animal's favorite toys and bury them for him to find. Perhaps he'll then stick to this specific area for digging as well. Who knows!
If your dog is outside more than inside, then you should provide him with sufficient shelter from the weather. If he doesn't have this protection from the sun and other such conditions this could well be why he is digging his holes to give himself some cover. Your dog might be digging holes to try and do a grand escape from your garden. If this appears to be the case then you can try giving him lots of distractions from doing so. You can also make sure your fence is buried about one foot bellow the surface of the garden.
